This document tackles a complex set of issues that have spurred extensive debate across the UK. Every regional and devolved national economic development agency seems to want a media or creative cluster – though of course the definition of those clusters varies enormously, which makes comparison between regions more difficult. The key issue often centres on culture versus commerce, as though the two are mutually exclusive. In addition to playing an important role within cultural development, the commercial creative sector is a core constituent of the wider creative industries and the knowledge economy, and therefore this document takes account of both cultural and industrial development issues, though always with a bias towards identifying the mechanisms required to achieve the targets set out in the RES.
